Dog rant (pardon me)

Why oh why aren't there rules to govern rural dog owners' practices? I just walked to the post office, and some huge dumb dog followed me the entire way, running around and around my feet. Why would anyone put up with such things? Do people want raccoons running around their feet as they walk to the store? And last time I tried to take a walk, three dogs came running out at me from various lawns, barking and growling. I can't walk outside my own house!

Keep it on your own property, people, and keep it from menacing those walking by! Or I'll unleash my cat upon an unsuspecting town....
